Firms prosecuted over chemical blaze

Two companies are awaiting sentencing after an explosion in an aerosol-shredding unit in Crewe resulted in a fire which spread over 10,000 square metres.

Crewe-based waste recycling company Greenway Environmental Ltd and Preston-based waste shredder manufacturer, Pakawaste Ltd, appeared at Chester Crown Court following an investigation into the blaze led by the Health and Safety Executive (HSE).

The roads surrounding the unit on the Gateway Industrial Estate had to remain closed all day following the explosion and fire at Aztec Aerosols on 4th June 2007, which sent aerosols rocketing into the sky. More than 100 fire-fighters and 25 fire engines were required to extinguish the flames, with fire-fighters working through the night, remaining on site until the following morning.

Pakawaste Ltd had been responsible for designing, manufacturing and supplying the aerosol shredding unit which was being used by Greenway at their premises. The HSE investigation found the machine had not been designed to safely shred waste containers that still held residues of flammable liquids and gases. They also discovered that the operating procedures used were unsafe and concluded that the machine should have been kept and operated in a segregated area, away from flammable substances.

Both companies pleaded guilty to breaching the Health and Safety at Work etc Act 1974 and are due to return to court to receive their sentences.

Commenting on the case, HSE Inspector Gill Chambers said: “This was a serious incident that caused major disruption in Crewe and had the potential for workers and the public to be badly injured.

“[...] It is extremely important for companies working with potentially dangerous materials to identify the hazards and make a proper assessment of the risks. Machinery has to be fit for purpose and there must be safe working practices for dealing with flammable substances.”

The HSE is now warning businesses to take extra care when handling chemicals and substances, including combustible materials, which are potential fire hazards.
