An independent review has recommended that the Children’s Workforce Development Council (CWDC) turn its attentions towards the issue of equality and diversity across the children and young people’s workforce.

The review, which looked at the measures preventing the promotion of racism by teachers and the wider school workforce, has resulted in the CWDC examining how standards promoting equality and diversity can be put into practice by all staff working with children and young people.

There are concerns that present measures only work to prevent the promotion of racism by teachers, even though teaching staff account for less than half of the whole school workforce. The report concentrates on the fact that the school workforce has changed over recent years and suggests that the measures should be adapted accordingly.

The recommendations have been fully accepted by the government after the review, led by former HM Chief Inspector of Schools Maurice Smith, found that existing measures could be made more robust. It suggested that a number of associations, including the General Teaching Council for England (GTCE) and the National College, should share their knowledge about establishing and effectively communicating consistent standards and conduct for the promotion of equality and diversity.

Maurice Smith wants these standards to be implemented during the next academic year – 2010/2011 – and shared with the CWDC so that they can consider extending them beyond schools across the wider children’s workforce.

The report states: “The principles relating to the intolerance of racist behaviour towards children apply equally to the after-school club and football coaching session as they do to the classroom; measures relating to standards in teaching are not, as yet, securely in place for other members of the wider school workforce. This is complicated by the number of different employers and voluntary roles in today's schools and wider roles associated with the care of children in early years and social care settings.”
