The Care Quality Commission (CQC) has so far published fifteen reports following targeted and unannounced inspections of services which provide care for people with learning disabilities.

The programme includes a total of 150 unannounced inspections of hospitals and care homes. The first five reports were published in December and an additional ten have since been published this week.

The regulator is investigating whether individuals with learning disabilities are receiving safe and appropriate care, treatment and support. They are also looking at whether people who use the services are safeguarded from abuse.

A full national report of their findings from all 150 inspections is expected to be published in the spring. It will draw conclusions about the overall quality of learning disability care services.

In the most recent reports, the CQC state that four of the ten services complied with essential standards of care, welfare and safeguarding, however two of these are still required to make improvements to ensure continued compliance. A further two settings posed moderate concerns but no major concerns were found at any of the locations visited.

CQC Inspectors were assisted by professional experts as well as ‘experts by experience’ – people who can provide the patient or carer perspective – as they carried out the unannounced visits. Any concerns identified were raised immediately with the providers and managers of the service. Settings which posed mild or moderate concerns must now tell the regulator how they plan to improve. If they fail they could face enforcement action.
